"The laying out of Kew Gardens was closely followed by that of Forest Hills . . . adjoining Kew Gardens on the north.  ... The two adjoining settlements ... taken together constitute a belt or zone of perpetually restricted property protecting each other from objectionable surroundings and further protected by Forest Park on the west and the restricted area of Richmond Hill on the south."
